Ripping up a citation doesn't negate it. They'll just issue a warrant if she doesn't show in court or pay it. Then, they'll go arrest her. If she gets violent or struggles they'll add tesisting arrest or similar, perhaps more serious, charges. She will pay or do her time or rot in jail. If she gets too crazy, the city might not renew her business license. If she continues to operate, it's possible they could freeze her assets. If it's determined that she is putting her customers and employees at risk, she could lose her liability and/ or Worker's Comp insurance, which could also cost her her business license and result in accruing thousands of dollars in fines if she keeps operating. Hopefully she has deep pockets or she'll be more ruined than she already is.

So will economic failure and cultural misery, including that leading to a lack of exercise, good nutrition, social normalcy, desperation, suicide.
