TOLEDO, Ohio — Tuesday morning, Kelli Gulick rushed across the Marion Correctional Institution parking lot to hug and kiss her son, Nico.

It was a reunion she dreamed about for two years.

But he had a disturbing message for his mom and her fiance.

"They just told me I tested positive for that coronavirus on the way out the door," he tells his family on a home video sent to 11 Investigates.

"One of the sergeants said, 'You don't know?' He didn't know what was going on," Nico says. "They walked away and came back and said all you guys tested positive, so good luck."

Nico's mom, Kelli Gulick, is emotional about her son being pushed out the door - no paperwork and no medical advice about what to do next.

"I thank God that he's released, but how do you do that to someone? A human being," she asks.

In a radio interview, the local sheriff where I live said they don't allow prisoners to be placed in the jail until they are certified "fit for confinement." He didn't say what they did with the ones who aren't fit for confinement.

So this drug offender, who apparently has a history of physically harming or attempting to harm other people, is now roaming the countryside while positive for coronavirus.

Lovely.

I wonder how the person or persons against which he committed aggravated assault are feeling.

Kevin Cherry left prison this month facing more than the normal re-entry struggles.

Cherry, who was incarcerated for a year at the Marion Correctional Institution, the Ohio prison that is now the largest known hot spot of coronavirus infections in the U.S., was released April 11 but three days later tested positive for COVID-19, according to medical records he sent to the Marion Star newspaper.

Now, worried about the health and safety of his friends and family members, he says he has placed himself under quarantine at a hotel in Akron, his hometown.

When asked Monday about what precautions the state is taking to prevent prisoners released from prison from infecting others in their communities, Gov. Mike DeWine was short on details.

DeWine previously said the prisoners granted early release would be screened for COVID-19 before they leave prison. If positive, they would not be released. But that’s not the case for inmates whose prison time is up.

“They have every right to leave if their prison sentence has expired, and we have no way of holding them,” DeWine said.

He did not offer any ways the state was helping released prisoners self-quarantine.

On Tuesday, DeWine said he is concerned for the prison staff and their families and that the state would offer to pay for correctional staff members to stay in hotels.

The Marion prison is now by far the nation's top hot spot for the coronavirus, a compilation by the New York Times shows. Because of the prison spike, Marion County's overall infection rate of 3,172 per 100,000 residents also is the highest in the country.

The Marion totals are inflated because tests were administered widely in the prison, while testing is much less widespread across the country.

Ohio's prison coronavirus outbreak is being closely monitored by federal authorities, Dr. Deborah Birx, White House coronavirus response coordinator, said Sunday on CBS' "Face The Nation."

DeWine announced last week that he will seek the early release of 167 inmates, most of whom are serving time in minimum-security prisons throughout the state.

"We do not intend to have a wholesale – everybody in certain category comes out. We are trying to do this very thoughtfully, at the same time doing everything we can to protect the prisoners and the employees who work there," DeWine said. "But prisons present, as Dr. (Amy) Acton has said, a very difficult situation."

Marion is Maximum Security. I recall it used to be one of the highest security, until the supermax prisons were built.

I had thought they were releasing people early from there with Covid positive tests. If it's just because their term is up, of course they have to be released.

What happens to the guy he hugged just before saying he was positive for Covid?

Two Akron women who live on opposite sides of the city share the same worry: Their sons’ safety as COVID-19 spreads through Ohio’s prisons.

Kathy Cullison, of Firestone Park, has a son at Marion Correctional Institution, where widespread testing has revealed that more than 2,000 inmates, more than 80% of those locked up, have COVID-19.

Teresa Rogers, who lives in West Akron, has a son at Richland Correctional Institution, where so far there have been no inmates who have tested positive.

Neither woman, both Democrats, voted for Ohio Gov. Mike DeWine. But each now praise the 73-year-old Republican for his swift action and clear talk on the pandemic.

“I did not like him, but I was wrong. He’s doing a fabulous job,” Cullison said.

Rogers said she “was very proud of DeWine” and most of his actions to protect Ohioans amid the pandemic.

But the two Akron women split decisively on DeWine and the state of Ohio’s handling of prisons amid the pandemic.

“Prisons are in the limelight now. They’re not going to screw that up,” said Cullison, adding that she is encouraged by how much confidence DeWine has expressed in Annette M. Chambers-Smith, the first female director of Ohio’s prisons.

Rogers wants Chambers-Smith fired.

“If she can’t effectively do her job, she needs to go,” said Rogers, who is among a handful of Ohioans who have organized a protest in Columbus on Friday calling for the mass release of Ohio inmates.

The group calls itself Ohio Prisoners Justice League
(OPJL).

“We all want our loved ones to be safe and healthy,” a digital flier for the group’s Friday protest says. “In this together means we are ALL in, for ALL of us. No exceptions.”

Rogers said she is frustrated the state has no plan, or has not revealed a comprehensive plan to protect inmates who live in overcrowded prisons with no way to social distance.

Friday’s OPJL protest will follow social distancing guidelines and happen in a moving caravan of vehicles that will pass by the Ohio Department of Corrections and Rehabilitation and the Ohio Statehouse.

The group is calling on Ohio to release nearly half its prison inmates next month, “20K in May.”

That thought does cross a persons mind, doesn't it? It's understandable that they'd want to limit the prisoners and those caring for them, and it is supposedly a compassionate move toward them, but the time to have done that was before the majority of the prison had the virus.

His family needs to get him on Coconut oil, lauric acid or monolaurin. It is very effective.

If they're going to release prisoners, they will infect alot of people.
