Why are our Governments not prepared???

About pandemics specifically.
I speak primarily on behalf of being a Canadian, but I'm sure our American friends would agree, that we are taxed to our frickin eyeballs. At least in Canada we are, Why in the frick are we not better prepared??
Think about it, we are prepared to go to war within any given moment, but not stocked up for a virus. This is in regards to sanitary supplies and medical equipment specifically. We are scrambling up here with shortages that just make me shake my head!!
Do we not have storage space or something??? I truly don't get it. I am boggled by this. We go to war about as often as there is a pandemic,(pretty much)We're ALWAYS prepared for war, but never for this shit. Someone help my brain figure this out. PLEASE...
