But the largest of whatvthey call "billions of$" is in their portfolio of securities, real-estate, financial instruments, corporate holdings, commodities, and contracts. Very little of it is in actual cash or certificates of deposit. So when they claim to be buying billions of dollars worth of something, they really are not. They dont have the actual funds to do so. Most everything they own is tied up. It takes a long time to get the funds into liquid form to complete the purchase. They don't just have some multibillion $ slush fund in a bank they can immediately tap into. What they do in the initial purchase is to sign a purchase contract that specifies various options and schedules of payment, which take years to complete. It is a long process. They then make the payments at their convenience when market levels are at their advantage to do so. |
