I can think of a few reasons but these make the most sense to me.

1. The Chinese public does not have money to waste. They suspend their cell phones until they are back out and about to save money. China a very large population and this is only a very small fraction.

2. Don't need a cell phone if you have a landline or even a computer or something similar to Google Voice or Skype. Cancel cell to save money.


Also, I would imagine if we go into lockdown in the States and people lose their incomes some will be canceling their plans. Especially people who live week to week and there are a lot of those people.

You can keep your phone it is useless without network access. During an emergency local cell service can be restricted to pre approved clients, such as mayor and emergency people. You get a constant busy and theirs goes straight through.

They all have phones you cant get on public transportation without one or buy a candy bar.
