If Trump is like most people, his political antennae isn't fine tuned enough. I'm sure he's into the general grab-bag concept of people's loyalty. But look at how that didn't filter out crap like a Scaramucci, Omorosa or his former chief of staff.

I think with Rudy it's sort of a double edged sword.

I think he turned out right where he was needed to be as Trump's lawyer. This way his hands were free to 'investigate' on behalf of his client. He got all the goods on them.
