He does not report credibly on the numbers. China numbers only represent cases that have progressed to the Pnumonia phase of the ilness, These numbers do not include those who have it but are still in the earlier phase.

He is fixated and reporting pnumonia cases as all cases. It takes a while for the pnumonia to develop.

China reports also suspected cases. I think they mean detected cases they suspect will evolve to pnumonia. The headline is misleading.
