? Virginia Gov’s PLAN to DISARM the Criminals, Drug Cartel, Mafia, Terrorists in his State ?

Have heard miles of commentary about removing guns from homes of residents in Virginia from the Governor, but not a word how he plans to remove weapons from the real crooks, so as not to leave a defenseless population? Anyone?
