Healthcare today does not always provide incentive to actually cure the patient. Especially when it comes to situations where the alternative to curing somebody is giving them a long, drawn out, expensive treatment laden with cocktails of exotic medications and overseen by a gaggle of high-priced specialists and surgeons and radiologists that will continue until the patient's death.

Cure the patient, lose a customer. 'Treat' the patient, and you have the customer until they finally croak. And the longer they can keep them alive WITHOUT actually fixing what ails them, the better, 'cause curing = no more money, and death = no more money. So they get the most money by maximizing lifespans while minimizing cures.

But the elite don't live and die by the same rules as everybody else. They'll actually fix them, as their value is considered to go beyond mere money. Just like there are two sets of laws; one for us, one for them, there are two types of healthcare.
