You don't understand how budgets are negotiated. And as an fyi the governor of Wisconsin has what's known as a line item veto and can change numbers within the budget once it's sent up from the legislature. County taxation is a local issue. Add the fact that a lot of local school boards have managed to pass referendums to do "projects" and "updates" that cost a bloody fortune for the folks in the district and you've got a mess that has NOTHING to do with the legislature. State taxation is only a partial percentage of how our property taxes are determined, one has to read the bill to see who the culprits are.
