I doubt enough will be fighting the tyranny but you never know. All they need to do is keep people fat and happy while dwindling down their rights gradually, just as they have done since 9/11 and no revolution since then. People have accepted being sexually molested to board a plane. If you can get the people to agree to do that, gradual removal of the guns might not be a problem for the masters.
