Most of these participants are from outside the USA, from countries that exchange their special operators to do the deeds that most won't do in their own countries. They can come in under managers for small musical bands on tour, etc., to keep their exposure, or suspicion down.
If they need something done in their home territory, we can send our people in to assist them with their agenda.
