The Boule is a fake Freemasonry lodge in the US especially created for blacks... they are not genuine Freemasonry unless they legally got the rights to the rites as practised in Freemasonry (Memphis-Misraim etc.) which I doubt very much.
This is probably also why they called themselves "the Boule" (which is Greek for an ancient citizens' council) rather than Freemasonry.
Other than that, it does look like imitation Freemasonry.
