If that was true, then all the aliens on Saturn would collect the diamond rain to by the best advanced spaceships to fly to earth and sell even more diamonds to flood the markets. Then DeBeers would build big interplanetary lasers to stop them. You do not see any evidence of this, therefore NASA again is wrong. Remember NASA slogan....Never A Straight Answer.
