Then comes summer, with little to no rain. All the previous rain has run off. Everything is dry. Then the mountain snow pack melts and feeds all the waterways. Without snow pack to melt, we have a drought. Couldn't be more simple - too simple for some apparently. The amount snow the Sierra Nevada recieved this year was record and 20 years of winters like this one it would be an ice age up there.
