Senator Nancy Schaefer Was Murdered Because She Fought Against CPS Child Kidnapping


Georgia Senator Nancy Schaefer may have known more about State-sponsored kidnappings than any other politician in the United States before she was murdered in March of 2010.

Her published report, The Corrupt Business of Child Protective Services, is reproduced below. It was the basis for many lectures and interviews she gave on the topic.

She claims the report caused her to lose her Senate seat in the Georgia State Senate, but she stated:

"However, there are causes worth losing over."

This cause was so big however, that there are some who believe she lost more than just her job. They believe she lost her very life.

On March 26, 2010, police from Habersham County Georgia reported that they found Nancy Schaefer and her husband Bruce Schaefer dead in their home. The official report was that it was a murder suicide, and that Bruce Schaefer had killed his wife and then turned his .38-caliber handgun on himself.

There was no indication from Bruce Schaefer of him being under any kind of stress that would cause him to commit such an uncharacteristic act right up to the eve of their death;

Nancy Schaefer says that CPS is unconstitutional.
"Parents across this country need to be warned of the dangers of Child Protection Services nationwide.
“The Department of Child Protective Services has become a protected empire. It’s built on taking children and separating families.”


Mrs. Schaefer states that the financial motive for the State to legally kidnap children was put in place in 1974 by Walter Mondale with the “Adoption and Safe Families Act.” This was later expanded by President Bill Clinton in 1997 with The Adoption and Safe Families Act that gave states cash bonuses for every child adopted out of foster care.

(Editor’s note: Bill Clinton signed this bill into law, but the bill was passed by the Republican-led House and Senate led by Newt Gingrich, so it was a bi-partisan effort initiated by a Republican majority in Congress.)

Mrs. Schaefer talks about how States have a “base formula” regarding how much each child is worth in terms of collecting federal funding, and how they can increase that formula to get all the federal funding that is available.

If they get close to the end of the year and they have not collected all the funds available for that State, there is more incentive to put more children into foster care.

Mrs. Schaefer explained how the words “in the best interest of the child” have been redefined by CPS, whose goal is to destroy the family.

She explained how grandparents often cannot even get custody of their own grandchildren when it would be in the best interest of the children to be with their grandparents. She explained how children are much more likely to be abused in foster care than they are when they are left with “abusive” parents.


Senator Schaefer comment on how many pedophiles are involved in social services like CPS working with children.

Mrs. Schaefer again reiterates that the system has to be exposed and completely dissolved. All federal funding needs to be cut off, and the rescuing of truly abused children in homes needs to become the function of law enforcement, and not social workers.

This would provide due process of law. This mantra of hers to cut off funding and expose everything certainly provided a motive for someone to not want her doing that job.

Nancy Schaefer discovered a disturbing sum of issues with the United States' handling of parental rights and the seizure of children through CPS. According to her findings, CPS was a highly profitable business which supported the livelihoods of countless corrupt social workers, judges and legislators.

This was because state governments in the U.S. are offered various financial incentives according to how many children are in state custody and various other factors. This financial incentive thus drives corrupt members of these organizations and government bodies associated with them to exploit this system to put as many children into state custody as possible.

CPS social workers and management handling cases would "often be found hiding evidence" in addition to other subversive methods to falsify claims against parents and take their children. Schaefer personally knew of hundreds of such families victimized by this.

Schaefer would state that CPS would most often target poor families as they were not able to afford the legal battles it takes to get the child back. Schaefer says this definition of poor is somewhat vague, however, and includes anyone perceived by the government as "psychologically inferior".

Despite resistance to Schaefer, near the end of her term she had actually succeeded in passing a bill which limited the powers of CPS, but it was revised at the last second by members of the Republican party and she was told to be quiet about the story

In order to receive the adoption incentive bonuses, local child protective services would need more children, they must have merchandise, that sells, and they must have plenty so the buyer can choose.

Some counties often offer four to six thousand dollars bonus for each child adopted out to strangers. And an additional two thousand for a special needs child. Employees work to keep the federal dollars flowing. But that is only the beginning figure in the formula in which each is bonus is multiplied by the percentage that the state is managed to exceed its baseline adoption number.

Therefore, states and local communities work hard to reach their goals for increased numbers of adoptions for children in foster care. As you can see this program is offered from the very top and is run by health and human resources. This is why victims, in child protective services get no help from their legislators, explains why my bill senate 415 suffered such defeat in the judicial committee, and why I was cut off at every juncture and why I was defeated myself last month for my re-election by another republican.

The tax dollars are being used to keep this gigantic system afloat. Many grandparents have called me to get custody of their grandchildren, before being lost in the system. Grandparents who lose their grandchildren to strangers have lost their own flesh and blood. The children lose their family heritage, and grandparents and parents too, lose the connection of their heirs.

And that the national centre on child abuse and neglect in 1998 reported that six times more children died in foster care than in the general public. And that once removed to official “safety”, these children are more likely to suffer abuse and sexual molestation than the general population. Think what that number is today, ten years later. Here are a couple of recommendations on my list, called for an independent audit of all state child protective services and for a federal congressional hearing on child protective services.

Abolish, the federal and state financial incentives that have turned child protective services into a business that separates families for money.

This New Federal Law Will Change Foster Care As We Know It
A new federal law, propelled by the belief that children in difficult homes nearly always fare best with their parents, effectively blows up the nation’s troubled foster care system.

Few outside child welfare circles paid any mind to the law, which was tucked inside a massive spending bill President Donald Trump signed in February. But it will force states to overhaul their foster care systems by changing the rules for how they can spend their annual $8 billion in federal funds for child abuse prevention.

The law, called the Family First Prevention Services Act, prioritizes keeping families together and puts more money toward at-home parenting classes, mental health counseling and substance abuse treatment — and puts limits on placing children in institutional settings such as group homes. It’s the most extensive overhaul of foster care in nearly four decades.

“It’s a really significant reform for families,” said Hope Cooper, founding partner of True North Group, a Washington, D.C.-based public policy consultancy that advised child welfare agencies on the new law. “The emphasis is really on helping kids stay safe with families, and helping vulnerable families get help earlier.”

Most child welfare advocates have hailed the changes, but some states that rely heavily on group homes fear that now they won’t have enough money to pay for them.

Children win with feds’ policy reversal supporting legal representation
Children do not know their rights and cannot represent themselves in court. Not in criminal court. Not in immigration court. And certainly not in dependency court. Children are the most vulnerable parties in child abuse and neglect cases, with every element of their lives and their very freedom at stake as they face being placed in state custody, otherwise known as foster care. They need lawyers, and good ones at that. Approximately 40 states provide these children with attorneys, in some or all circumstances, to counsel them, protect their legal interests and ensure their voices are heard.

Yet a decisive right to counsel for abused and neglected children remains elusive. Federal law does not currently require states to provide legal representation for children. In a dozen or so states, the entire judicial process of determining what will happen to a child occurs without the child ever speaking with an attorney. Federal law only requires representation by a non-attorney guardian, or court-appointed special advocate (CASA), appointed to recommend what he or she thinks is best for the child. Sometimes even this doesn't happen, and children play no role in their own case, learning their fate after it is decided.
