Sure he can make executive decisions, that have been taken to court at every try.

The only choice he has is to negotiate with Congress and get them to send him the bills with the requirements needed for him to sign into law.

This is why people like you cannot give up. He needs to be re-elected so he can continue his work.

The congress has done nothing but oppose his every effort at immigration reform and threaten to legislate against his Executive Actions. Not to mention threaten to impeach Trump for various reasons.
