In the olden days this wasn't a thing.

If they continued to fight each other no matter what the cops were generally called to deal with the situation. This was pre-social media days too. In the olden days they wouldn't have bums on the street. That's because most people would have jobs to go to and be too busy to brawl on the streets. Even if you don't have a job is no reason to slum around.
