At the same time Christ was always destined to be as close to doing what God does as 'humanly possible'. The plagues by Moses was the 7 vials teaching, the fire on Sodom was the fire on Satan's Babylon, Ge:1 was how He transforms the planets in the universe into similar places to Eden when this earth went from a deserter into a ball of life. The people that see Him do those things will also be able do them.

1Co:15:27:
For he hath put all things under his feet.
But when he saith all things are put under him,
it is manifest that he is excepted,
which did put all things under him.

Joh:5:19:
Then answered Jesus and said unto them,
Verily,
verily,
I say unto you,
The Son can do nothing of himself,
but what he seeth the Father do:
for what things soever he doeth,
these also doeth the Son likewise.

Christ was Abraham's High Priest so that is who was talking to him when the Sodom event was unfolding. Proverbs is His resume as far as being the perfect judge goes. The 2nd half is His witness of creation so His judgment is based on Him being an eye-witness to it all and then some. The last few verse make it pretty clear he is the authority during the period most of the NT covers.

Proverb:8:30-36:
Then I was by him,
as one brought up with him:
and I was daily his delight,
rejoicing always before him;
Rejoicing in the habitable part of his earth;
and my delights were with the sons of men.
Now therefore hearken unto me,
O ye children:
for blessed are they that keep my ways.
Hear instruction,
and be wise,
and refuse it not.
Blessed is the man that heareth me,
watching daily at my gates,
waiting at the posts of my doors.
For whoso findeth me findeth life,
and shall obtain favour of the LORD.
But he that sinneth against me wrongeth his own soul:
all they that hate me love death.
