Both. There are 2 voices in the recording. Deep male voice that is saying Laurel and soft female voice that is saying Yanny. They are record in 2 different frequencies so some people hear one and other people hear another and some people with better hearing hear both at the same time. End of enigma move along...

I heard Yanny in a low male voice and my daughter hears Laurel in a low male voice.

That makes at least 4 pitches now - both being said high or soft female and both being said low male...

It also depends from the environment you are in when you are listening to the recording for example you will most likely hear Laurel if you are outside and Yanny if you are inside in the quiet room...

I heard both, one right after the other inside my home!

The question is? Who developed this and why?

You couldn't hear one after another because they are both at the same time. First I heard Yanny and than outside I heard Laurel and after that in the caffe I heard both at the same time and it was weird.
