The more time they give Mueller the more time he has to cover his own ass and destroy evidence on himself

Correct; they were ALREADY spying on Trump. They had to manufacture a reason, after the fact, for a cover story. They needed the FISA approval to appear as though they went through the proper channels, and the basis/reason for the FISA was the manufactured dossier.
