He has the power to do it. Trump does not want to end DACA. Federal court was going to end DACA just as it ended DAPA but Trump stepped into save DACA. These are all film-flam fake moves designed to convince Trump supporters that Trump is trying to keep his campaign promise but the bad, bad liberal court won't allow it simultaneous Trump can gain the support of the Hispanic community that does not want their bros deported and support of the business community that wants more and more cheap labor. Note that Trump promised during campaign he would revoke DACA on day one. Did that happen? No! Trump will go thru endless gyrations to NOT deport dreamers or really any of the 30 million illegals in the USA with exception of maybe 100K per year of hard core criminal illegals which sounds good but has zero impact on total number of illegals in USA as at 100K per year it would take 300 years to complete illegal deportation!
