There is no way you can unilaterally "ban" someone from a public place since that would involve law enforcement and a court order. BUT HE WAS ASKED TO STAY OUT OF THE MALL BY THE MALL MANAGER, AND FOR GOOD REASON, WHICH WAS BECAUSE HE WAS STALKING YOUNG GIRLS.
