Specifically, this work will help in predicting the extent to which an intentional release of a biological agent may penetrate single family and multi-family structures." So the intention is for what ever they release to make it's way into residents homes. In many places people can't even smoke in their own yards because the odor can be detected in a neighbors house but the DHS can release anything with the purpose of it making it's way into your home.
