In order for "strange things" to happen in regards to ghosts it likely relates to things like "echoes" and dimensionality, if a ghost doesn't "climb the ladder" then you likely can't/won't have interactions with it dimensionally speaking. Earth I think is middle (green), lower dimensions (red, orange, yellow) are below it.
