I don't know what the wind conditions were in Uruguay when that happened, but it might be. If you're curious, try to find some wind data for that day.

It's called a blowtide. Look at the hurricane, see how it spins counter clockwise? Those winds are blowing the water. That's how storm surge is created. If the wind in blowing toward you, over water, the water rises, a surge. If they're blowing away, the water level drops... especially in shallow areas.
