This is correct. He's passing the buck to Congress, who don't care about American citizens - only illegals because of their corporate masters. The President can keep anyone he wants out of this country - he could just keep the DACA people out on his own and that's what he should do. And he should be fighting any attempt of Congress to legalize this - but he won't.
