Actually they have the 4th largest army on Earth with 1.2 million active duty soldiers and 7.7 million reserves.

The problem is that those north korean hunter class subs(diesel)can be equipped with a small atomic bomb and used as some kind of mine. Waiting for the carrier to pass and boom, underwater even a small atomic bomb is enough for your fleet. No LA Class subs, which are by the way great, or any other can detect a non moving sub.
