There is the press conference in question. What he said was, that blowing the Russian ship away would make the American people happy, but that it was not a great thing to do.

He emphasized the great thing to do is make friends not only with Russia but all nations.

Looks like CBS forgot to put his next two statements which are the "rest of the story." A very MAJOR rest of the story that changes the context entirely.

The ship was in International waters.
