Scott Cahill suggested a workable plan to build a new gate system where the new emergency spillway is. A new, good gate system that is not at risk of breaking while open. Cahill also said that an intense six month grouting program could possibly fix all the leaking through the hill. That would not fix the gates, but it would prevent a runaway erosion event through the hill and the quick disastrous leakage of the lake. There is only one conclusion, watching the dry seasons go by with no proper fixing. That conclusion is that they want the dam to fail. Maybe for spite, maybe for "climate change", maybe to rewild Central Valley into a wilderness area. We can only speculate. It isn't money...they have plenty of that to waste. I've considered that they know a fault line runs through it, and the dam could fail no matter what, but if they were afraid of that you'd think they'd slowly empty the dam and end it. There is some huge defect in there during construction and it does leak at times when the dam is full.. I am not talking about the grassy area . I am taking about the seam.. which is as your face the dam ... the one on the left or which is on the same side as the spillway.. they haven't posted pics of that now in several years.. they know... and that whole hillside with the spillway on it is saturated with water which is why the spillway blew out to begin with.. not the gates. |

This defect is also why we see that recurrent wet spot on the spillway, just above the 'downhill' every time the reservoir level approaches 800'. Even the new main spillway will eventually be undermined, as the hill is porous and allows the piping of water through it. It is possible a program of intense grouting under pressure could save the spillway structure, but I have many doubts. I've been married so long, I don't even look both ways when I cross the street. |

The flood years of 1986, 1997, 2017...Gross mismanagement from DWR and local county agencies. Levee breaks and downstream flooding as a result. And then the approval of an upscale community named 'Plumas Lake' In the exact area the levee break inundated in 1997. How soon they forget. I was listening to my scanners on that night in 1997 as Yuba County Sheriff Deputies were entering the area south of Marysville in an attempt to rescue two individuals trapped in their vehicle as the waters rose. I will never forget the panic in the deputies' voices as they saw the wall of water approaching them due to the levee break. I heard this on the radio scanner and was powerless to do anything about it. Thankfully, the deputies were able to unstrap the rubber boat from their trailer and escape, but the people they were attempting to rescue perished. The entire water management system here in the Sacramento Valley is fraught with mismanagement, poor decisions and outright fraud. In 1997, it was feared the Oroville Dam Emergency Spillway would be overtopped due to a full reservoir and unprecedented inflow. The main spillway was running at full capacity and the river was high. Downstream evacuation orders were given 24-48 hours BEFORE the Emergency Spillway was expected to be overrun. Thankfully, it did not happen. In 2017, The Emergency Spillway was allowed to overtop, and evacuation orders were not given until AFTER it had done so. Anyone with a bit of common sense (apparently this excludes DWR and local officials) knew exactly what would happen when the Emergency Spillway started flowing. I knew it would wash out the hillside below it the first time I saw it over 35 years ago, but apparently the 'experts' at DWR didn't foresee it. This is what I mean when I say 'mismanagement', 'ignorance' and 'complete stupidity'. I've been married so long, I don't even look both ways when I cross the street. |
