Fascinating Study: Bureaucrats are not born lazy - they learn it at work.
That's the conclusion drawn from a survey of public sector workers in Germany, where laziness is cultural anathema.

I've always marveled at the attitudes of bureaucrats. It doesn't seem to matter whether they work for the feds, the state, or county. Most of them just don't seem to give a shit about the "regulated community" over which they rule with an iron fist.

If we can extrapolate the results of this study across countries and cultures, bureaucrats are not necessarily born, they are created and encouraged in their sloth by the government system that nurtures them.

It's based on data from 2004 and 2005, but I'm pretty sure it's representative of bureaucrats across the ages. Read more here:

Simple solution.

Get rid of all gov. unions.

No one can hold more than one gov. job, even if it's an elected or appointed position.

Truer words were never spoken. They seem to actively enjoy putting people's lives on hold when a license is needed for something, and destroying those same lives when it's examination time. Unless you pay for their strippers and golf, that is.

They have no incentive to excel.

Government is the only, at least in the US, enterprise which does not have capitalism at its core.

In the real world you're expected to do "more with less" as each organization tries to maximize it's effectiveness AND efficiency i.e. enhance profitability.

In government the goal is to do "less with more". If you don't spend all of this year's budget you'll get the same or less next year. "Horrors!", cries the bureaucrat. So they spend as much as they can so they can ask for "more" next year whether they need it or not.

Incentivize government workers and stand back, they'll do more with less and taxes, etc. will go down and then level off.

absolutely true. i witnessed it first hand in Cali. when somebody speaks up and says "hey, half the people who work here do nothing but shuffle papers around", everyone looks over their shoulder to see if anyone heard the comment, and then shakes their head and glares at them as if to say, "shhhh, everyone knows this gig is a taxpayer money pit but don't rock the boat".
