Don't know mate, my guess would be because they are launched at the same time, on the same orbit, micro risk, so if break down, don't have to bring down the whole satellite but just replace the micro part, i haven't really looked into it, to see what's its purpose is, but some of Elon's other projects are interesting to say the least.
