Those that don't understand how this is going down just don't understand economics and financial tools to float money from one pocket to another.

There are billions of dollars being paid to illegal immigrants as under-the-table cash, that then those people go to Western Union and "wire cash" to their families home in Mexico.

It's those transactions that will be taxed and fined at the Federal level.

Those taxes and fines will be placed back into the right pocket where it was grabbed from originally to pay for the wall.
