TORONTO — Canada announced today it would buy four C-17 military transport planes from Boeing Corp, strengthening the country's ability to protect its borders and respond to conflicts worldwide.

Canada has long been criticized by the United States and NATO countries for not upgrading its military forces fast enough and spending too little on defense to be prepared for terrorist acts or natural disasters.

The $2.8 billion deal fulfills an election campaign pledge by conservative Prime Minister Stephen Harper last year to strengthen the Canadian military.

"This marks a beginning of a new era for Canada's armed forces," Defense Minister Gordon O'Connor told a news conference in Ottawa.

The 174-foot-long C-17s are capable of carrying any piece of military equipment, including tanks and other armored vehicles. Despite their size, the C-17s Globemaster III can operate from runways as short as 3,600 feet.

The planes have played a major role airlifting supplies into areas devastated by Gulf Coast hurricanes.

"It gives us a capability to move around the world that we have never had in our history," said Gen. Rick Hillier, Canada's chief of defense staff, noting the planes can lift up to 76 tons.

O'Connor said Canada would no longer be dependent on its allies for emergency airlifts.

Last summer, Canada had to charter ships and planes to ferry some 14,000 Canadians out of Beirut during fighting between Israel and Hezbollah guerrillas in Lebanon.

The C-17, which first flew in 1991, is widely used by the U.S. Air Force. Britain's Royal Air Force has four and plans to buy another, and Australia took delivery of the first of four planes in December.
