FEMA Announces Memorandum of Agreement with the NAACP

WASHINGTON, D.C. – Today, the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) Administrator Craig Fugate and the National Association for the Advancement of Colored People (NAACP) President and CEO Benjamin Jealous signed a Memorandum of Agreement (MOA) at the NAACP’s 104th Annual Conference in Orlando, Florida.

The Agreement will expand outreach to traditionally underserved communities through the NAACP network of more than 200,000 members. Through the MOA, FEMA and the NAACP have joined forces to ensure the needs of underrepresented communities are more fully incorporated into disaster preparedness, response, recovery and mitigation-related activities. The two agencies also will share information such as lessons learned, best practices and training resources, to improve community resilience.

“As a nation, our resiliency depends on our ability to work together to empower communities as part of the emergency management team before, during and after a disaster,” said FEMA Administrator Craig Fugate. “Today’s agreement builds on a long-standing partnership between FEMA and the NAACP, and leverages both institutions’ resources and networks to improve the ‘Whole Community’s’ disaster preparedness, response and recovery.”

“We are pleased to expand our partnership with FEMA to ensure all communities are prepared when confronted with an emergency,” stated NAACP President and CEO Benjamin Todd Jealous. “This is a critical step toward providing underrepresented communities the tools and training they need to respond and recover after disasters.”

As the House and Senate begin the process to reconcile vastly different defense policy bills, House Armed Services Ranking Member Rep. Adam Smith, D-Wash., hinted that he is weighing support for Senate language that would downsize the military command structure and require the secretary of defense to create nimbler organizations.

This is one of many provisions in the Senate version of the fiscal year 2017 National Defense Authorization Act that seek to overhaul the Pentagon’s civilian and military organizations. These reforms have long been advocated by Senate Armed Services Committee Chairman Sen. John McCain, R-Ariz., as part of a broader effort to rewrite the 1986 Goldwater-Nichols Act.

McCain has pressed the case that current geography-based organizations are too rigid to respond to opportunist enemies like the Islamic State.

During a breakfast meeting with reporters July 6, Smith insisted that he has not yet made up his mind on whether he will support the Senate language on this matter, but suggested he would be inclined to back measures that flatten the military bureaucracy and give commanders more flexibility to respond to threats.

“I am intrigued by the possibility of going in this direction,” Smith said.

The White House firmly opposes the Senate language on grounds that it micromanages the military and creates additional bureaucracy.

The federal government would never write a half assed illiterate ad like this one and they certainly wouldn't use the term "crisis actors" in public.

I work as a role player for a military contracted company. A lot of the time these people are used to train our soldiers to the highest capacity. Crisis actors are useful to train field medics, but I will say seeing adds in a craigslist is probably not the way they would reach out to people for a secretive false flag event. Think about it. The powers would more likely reach out to those of us with experience in the field. We have already signed confidentiality agreements as roleplayers.
