I have been totally unaware of London's status as a "City State." So I am curious, and asking clarification in all sincerity: Since London is home to Parliament, Buckingham Palace and sites of major importance, HOW CAN A MERE MAYOR get away with orchestrating London leaving the UK? How would a mere mayor have that power? I can't help but compare that to the Mayor of New York City orchestrating NYC leaving the United States!! Please explain how this is realistically possible. Wouldn't Parliament put down such a move with whatever military power would be required? Wouldn't such a move, if allowed to get out of control, trigger a civil war in England?

These questions are asked in all sincerity by an American that didn't know until a few minutes ago that London is considered some sort of "City State."
