Iran and moslems

I have a question regarding Iran and moslems in general.

When "Western" countries bomb or go to war they are concerned about their own people dying, per say.

Now, if The highly islamic state of Iran was contemplating dropping a nuke on the USA, would they even consider the deaths of their "moslem brothers"? Or would it be basically the same as a suicide bomber, and the moslems would have died for jihad? Because this would make Iran much more dangerous than we think.
