Not 100% true. Solgel which is used to create highly advanced and customizable nano-thermite/nano-thermate is patented by Lawrence Livermore National Laboratory. Prior to 9/11 LLNL went into a patent sharing agreement with Savannah River National Laboratory giving SRNL access to the solgel technology. SRNL also holds a patent for a highly efficient charge designed to pulverize concrete in a controlled demolition (designed to highly reduce detonation sounds and reduce large debris and damage to nearby structures through complete pulverization).

Long story short, saying the DoD did it is not quite correct, as a more true statement would be that Continuity of Government and its government and corporate tentacles are what did it (SRNL being one arm of the CoG beast, along with Kroll, Marsh, Ptech, Mitre, Serco, Amec, Huntleigh USA and on and on and on).
