You're being thrown off by the scale. The camera is very very close to the surface, the animal is quite small.

Pay attention the grain size of the sand and the "baby waves" for scale. My guess.... 3 to 4 feet long. Some of the tail is still in the water hidden. All that said....I still think it's a new species.  Yeah. Just read somewhere else the guy who found it said it was about 4 1/2 - 5 feet long.
