Obama ran WITHOUT AN APPROVED BUDGET -therefore no limits on spending for most of his term-then put the brakes on with a budget just as he is leaving to hamstring the new President....

They pocket it - or conduct secret space operations...or use it for their own safety like DUMBS without regard to the general public...
