I've seen the system you describe with the durt under the tiles washed out and the tiles starting to cave in.
Road systems in AAmerica are Job Programs and primarily used as Pay Days for contracts. They could make Better more durable roads for less, they know it. But it's all about money. Big money is being made rebuilding and repairing roads.
