I think it's all about fear and you don't set fear in the heart of the people, when you kill a politician. Moreover attacking civilians, is more easier for them - "soft targets".

The thing is though a lot of people are against the wars, the attacks are an immigration problem, they shouldn't be let in the country. Unfortunately the anger will probably be used to justify more pointless wars in the middle east instead of simply shutting the borders and pulling the troops out of foreign countries.
