No.

There have been two, high level forced resignations recently - The Ministry of Agriculture (who was promptly arrested for corruption) and Egypt Air (for mismanagement).

My hunch, and I think I'm right, is the President is sussing out the corruption ahead of Parliamentary elections next month.

I can't imagine living in a country where high level corrupt government officials are held accountable for their actions, or are put in jail for crimes while in office.

Lots of countries have both. It depends on the system, but sometimes the president is more of a ceremonial role, and often, the prime minister is more like our Speaker of the House.
