You only have to get it if you choose to be paid by the government, want to be allowed into your place of employment, desire to purchase things, get healthcare benefits, etc. So, inevitably, it is a choice.

soon? not really. right now it is only a mere thought, a belief, a suggestion in the mind of some finnish politician. rallying support plus the law process would take many many years just for legislation in that one country. then add in purely hypothetical spread to neighboring countries, even more years then add in the hypothetical spread to the EU and then to the USA where it will meet the most vehement opposition. people especially in the US arent going to go for it. theyd never be able to just spring this on everyone suddenly. for it to even reach that point would be bare minimum a decade away being very conservative. soon? hardly. more likely it never happens.
