I think this priest is referring to the exorcism of the entire country of mexico all at once. A lot of priests feel this kind of exorcism is dangerous since not all people know or understand what is going on it can open them up more to attack. Still I can blame the pope for doing something at least. We are getting real close to having hell on earth the way things are shaping up.
