I think it's all bluster on both sides. And I don't trust any of them.

That’s fair…if I was POTUS, I’d call his bluff but I’d deploy the bomber fleet like the old days on 24 hour watch, let him see it so he knows the price of using “every weapon at his disposal”

It can take up to a year for this mobilization to take full effect. Not to mention not many of the people are happy about this, so yeah give people that are already pissed at you for putting into an unnecessary war guns

Discussions and rumours about mobilization and a possibility for a nuclear war to break out trigger nothing but excessive public anxiety. It is believed that Putin's address is to relieve public tensions in many ways.
