Goalkeeper Igor Akinfeev was struck in the head by a flare during the opening minute of the Euro 2016 qualifying match.
The match was cancelled and Akinfeev is being treated for burns to his neck.
The suspect was identified by CCTV cameras at the arena, a stadium employee said. An investigation is ongoing.
