It makes those with something to hide more comfortable and those with nothing to hide feel as if they do.
That's the closest I can translate the saying I'm thinking of.
That custom is designed to combat that and force a sense of trust and familiarity with those of your kind. Everyone's blood, so everyone's family.

It was a comic of two men standing back to back, getting ready to have a gun duel and third person standing there says, Some day, one of you will wonder if this could have been settled differently.
