You mean the CIA is continuing it's hacking campaign in order to make sure the new Cyber Security laws sail through unopposed kinda like the Patriot Act? Or do you also think 19 highjackers with box cutters managed to bypass NORAD all by themselves?

This is much more accurate than ISIS. Why would ISIS hack a county's website in Virginia randomly. More about creating fear to instrument security laws.
