This reminds me a lot of the Canadian Parliament "attack" that happened just recently (which was also said to be tied to ISIS), where the gunman is said to of attacked the Canadian parliament building, which just so happens is at the exact same time is holding the Conservative caucus, which just so happens to be discussing the CSIS Act Amendments (which included controversial terrorism related amendments which were not being received well and due to this was unlikely to pass)... and because of the so-called-attack that day "That discussion was postponed when a lunatic with a 30-30 had to be gunned down in the Hall of Honour.", and go figure, days later due to the event, the CSIS Act Amendments were passed with flying colours (and were actually expanded upon at even further in the final days).

It is all such a fucking joke for anyone paying any attention...
